This photo of the Woodstock Light and Power Co. plant on the Shenandoah River, east of Woodstock, appeared in The Washington Post in March 1936 when the river reportedly rose 34 feet above normal flow. The caption reported that flood waters “threw the town into darkness.” Damage to the power generating facilities was estimated at $50,000. Town officials reportedly were protesting what they described as exaggerated estimates of flood damage that had resulted in a “deluge of telegrams and phone calls from alarmed parents of students at Massanutten Military Academy. W. B. Allen, then a reporter for The Shenandoah Herald, took the photo.
